If it is downstairs, chances are it could be a concrete wall) Easiest way to check is see if there are any electrical outlets on that wall. If none you can bet it is drywall glued onto concrete. Masonary bit is the way to go now. so that the hole is deep enough for the drywall anchor or maybe a different style of anchor(plastic insert). Ask at your building supply store.
